The paper industry in the middle of the century (Part 1)

In 2000, China's paper and paperboard production continued to grow, still ranking third in the world. Social consumption is also increasing, and continues to remain the second largest consumer in the world

many emerging well-known paper-making enterprises have come to the fore with gratifying results. Some large modern paper machines, paperboard machines and modern international advanced pulp and paper equipment and production lines have been commissioned and put into operation successively, and the operation is in good condition. It has greatly improved the equipment level of China's paper industry and accelerated the modernization of China's paper industry. Outstanding achievements have been made in scientific and technological research projects. Technological progress and innovation have promoted the quality, grade and variety of products to a new level. The mechanism, system and concept of the enterprise have been updated and transformed, and the operation and management have been improved. The economic benefits have increased significantly. In particular, the import volume of paper and paperboard in 2000 decreased by 8.45% compared with that in 1999, and the export volume increased by 162.4%, which is good news that has not appeared for many years. In the past two years, the state has given key support to some paper-making enterprises and given preferential policies to the "double plus project", "double excellence and one high" project and the national debt discount loan project, so that the technological transformation projects of enterprises have progressed smoothly and achieved remarkable results. Some paper-making enterprises got rid of the heavy debt burden and got rid of the plight through the policy support of "debt to equity swap" given by the state. The adjustment of industrial structure has made slow progress, and many original contradictions and problems have not been effectively solved. The overall quality and level of the whole industry is far behind that of foreign countries. The survival and development of many paper-making enterprises are still in difficulties. In addition, influenced by the international pulp and paper market in the past two years, the pulp price in the domestic market has fluctuated greatly, and the paper price has also fluctuated greatly. Many enterprises have difficulty in selling their products, and even some joint ventures have overstocked their products. The environmental pollution problem of some paper-making enterprises is still quite serious, causing a very bad impact on the society

at present, it has entered a new century. At the moment when the national economic modernization is marching towards the third strategic goal, the next decade will be a very important period for China's social and economic development. The outline of the National Tenth Five year development plan just adopted proposed that the economic structure should be further adjusted and that the optimization, upgrading, reorganization and transformation of industry should be accelerated. This also points out the direction for the future development of the paper industry. How to seize the opportunity and make better progress in the future development of the national paper industry is an important subject that we urgently need to study and think about

during the Tenth Five Year Plan period, the overall goal of China's national economic development is rapid development. Therefore, the development of China's paper industry must adapt to it. With the social progress and the improvement of people's consumption level, the market demand for paper also shows a significant growth trend. It is predicted that the social consumption of paper and paperboard in China will reach 50million tons in 2005 and 80million tons in 2015. The data show that the development space of China's paper industry in the future is extremely broad and has great potential. Therefore, China's paper industry will be a promising "sunrise industry" in the 21st century

facing the general trend of economic globalization and the new situation that China is about to enter the WTO, in order to make China's paper industry develop continuously, healthily and rapidly in the future to adapt to the changes in the economic environment, I hereby put forward my personal views and opinions

(I) pay attention to the two themes of protecting resources and protecting the environment

the paper industry is an industry closely related to resources and the environment. The paper industry is a large water user, while China is one of the countries with serious water shortage in the world, and its water resources are relatively poor. Therefore, paper-making enterprises should first pay special attention to saving production water. Especially those paper mills that use a lot of precious groundwater resources. At present, China's paper mills consume more than 100m3 of water per ton of paper, and the comprehensive water consumption per ton of pulp and paper is more than 300m3. However, the water consumption per ton of paper in general foreign paper mills is only M3, or even less than 10m3. The comprehensive water consumption per ton of pulp and paper is m3 at the world level. It can be seen that we have great potential to save water

for a long time, China's paper industry not only uses a large amount of water for production, but also a large amount of production wastewater is not well recycled and effectively treated. It is discharged arbitrarily, which causes serious pollution to the environment. Although it has improved in recent years, it is still quite serious. In the 1960s, some foreign paper-making developed countries also caused serious environmental pollution. However, since the late 1960s, their environmental protection and treatment technologies have made rapid progress. Today, they have been well solved and achieved cleaner production. On the one hand, the foreign paper industry will block the valve hole and scratch the piston surface, resulting in less water consumption for production. On the other hand, it is mostly pulping with wood as raw materials. The waste liquid recovery and treatment technologies are very mature, which will no longer cause greater harm to the society

to protect resources and the environment, we should also pay full attention to the use of waste paper resources, that is, the use of secondary fiber raw materials for papermaking. Using waste paper resources as raw materials for papermaking, on the one hand, it can reduce environmental pollution and damage to the ecological environment, on the other hand, it can save a lot of plant raw materials, energy and reduce costs. Now the application technology of waste paper papermaking has become more and more mature. It can be used to produce various types and grades of paper. Countries all over the world, even the United States and Canada, which are rich in forest resources and have a large amount of waste paper exports, have vigorously promoted the use of waste paper for papermaking. Many countries have formulated strict waste paper quality classification standards, and have also formulated corresponding laws and regulations for recycling to force papermaking enterprises to use a certain proportion of waste paper raw materials as an environmental protection measure for the sustainable development of the papermaking industry.
